Integrated Management Information Systems (IMIS) Redesign – Case Study #6

Occupational Safety and Health Administration (OSHA)

The Occupational Safety and Health Administration (OSHA) contracted with Idea Integration in a 5-year initiative to replace its outdated Integrated Management Information System (IMIS). Responding to OSHA’s challenge, Idea successfully completed the first task consisting of a needs assessment, requirements gathering, system architecture, and implementation of two web-based prototypes to demonstrate a solution tailored to OSHA’s business processes.

The first task required the assessment of many competing customer needs, and involved nationwide collaboration with OSHA. Idea’s business process experts determined that a series of face-to-face workshops would be the most cost-effective, risk-averse way of documenting the business requirements of the entire OSHA enterprise across 22 distinct business areas. 150 OSHA employees from across the country participated in these workshops, coordinated and managed by Idea, and facilitated by our staff of business process consultants. The end result was the creation of over 45 detailed business process flows, 110 use cases, and over 8,000 functional requirements. For the first time, it was possible to have a comprehensive picture of what constituted OSHA’s overall mission and what would be required of the system that would eventually replace IMIS: The OSHA Information System (OIS).

The project also involved selection of appropriate technology. Idea conducted a series of cost/benefit analyses using the following approach:

Idea provided OSHA with the building blocks to begin the development of a reliable state of the art system. Our comprehensive requirements definition and technical analysis allowed OSHA to understand what is needed, while our expert technical consultants enabled them to see what might be possible. Idea has now entered the next phase of our long-term partnership with OSHA: turning the vision of a new OIS into reality.
